Milestone escrow on Arbitrum where nobody can sit on the money: funded before you start, paid when you deliver.

Internet work breaks both ways: a freelancer delivers and the client goes quiet, or the client pays up front and the freelancer disappears. Plain escrow only moves the problem, because the money can still be stuck forever if someone stops responding.
ScopePay is milestone escrow on Arbitrum. The client locks the whole budget in USDC or Paxos USDG before work starts, the freelancer commits each delivery as a hash, and each milestone pays out when it's approved. Every stall has an exit agreed at signing: if the client stays quiet past the review window, the freelancer claims the payment; if the freelancer misses a due date, the client takes back what's left; if the arbiter never decides a dispute, either side can settle after 14 days. Every payment becomes part of a portable work record rebuilt only from contract events.
Live on Arbitrum Sepolia with source verified on Sourcify, 14 contract tests (including fee-on-transfer and re-entrant tokens and a randomized conservation test), and real demo deals showing every outcome.
Try it: https://scopepay-arbitrum.vercel.app — no wallet needed to read. The "All deals" table has a real deal for every outcome: completed (#0), arbiter split (#1), claimed after the client went quiet (#2), reclaimed after a missed due date (#3), frozen with the arbiter clock running (#4), and the deal from the video (#6).
Rebuilt ScopePay as v2 during the buildathon: a new escrow contract where every stall has an exit (the freelancer can claim after the client's review window, the client can reclaim after a missed due date, and either side can settle after a 14-day arbiter timeout), support for Paxos USDG alongside USDC, and a fee-on-transfer guard. Wrote 14 tests including attack tokens and a randomized money-conservation test, rebuilt the web app (deal list, role-based next step with live countdowns, live transaction panel), verified the source on Sourcify, created real demo deals for every outcome on Arbitrum Sepolia, and recorded the demo video.
Not fundraising (bootstrapped).
