Evidence-bound AI billing settlement: verify the bill before money moves, enforce payment ceilings and spending approvals on Arbitrum.
AI suppliers can bill for shortened, missing or repeated work. An agent’s explanation should not authorize a treasury transfer. Sumplus Agoranomos separates payment proposals, deterministic evidence verification and owner-controlled spending policy.
EIP-712 binds each case to its token, recipient, payment ceiling, evidence hash, rule version, expiry, chain and contract. The settlement contract rejects agent self-signing, altered recipients, excess amounts, expired or cross-chain proofs and replayed intents. Cumulative spending per recipient triggers owner approval across separate cases.

Validation: 35 contract tests and 9 verifier checks. The local EVM experiment executes a 0.20 mock-token settlement and a separate 0.10 payment after owner approval, plus six rejection controls. The public browser demonstration uses synthetic evidence and simulation. Public Arbitrum Sepolia deployment is complete: https://sepolia.arbiscan.io/address/0x8d38dbad863f7bf2b32fc227243a5092afad90e6 . Live testnet verification executed a 0.20 test-USDC settlement and a separate 0.10 test-USDC payment after owner approval, with six rejection controls passing. There is no external customer adoption, live AI-model call or current TEE deployment claim. The verifier and evidence ingestion remain trusted components.
